For the purposes of accelerating the implementation of the innovation-driven development strategy, expanding international scientific and technological exchanges and cooperation, increasing the support for scientific and technological R&D and innovation activities conducted by foreign-funded R&D centers formed in China, and maximizing their positive roles in serving the building of a new development paradigm and promoting high-quality development, the following measures are hereby developed:I. Supporting scientific and technological innovations(1) Optimizing scientific and technological innovation services. The tax policies for supporting scientific and technological innovations shall be implemented, and all localities shall be supported in optimizing verification procedures, simplifying application materials and providing more Iacilitative services for eligible foreign-funded R&D2023年1月11日关于进一步鼓励外商投资设立研发中心的若干措施（商务部、科技部）外资研发中心是我国科技创新体系的重要组成部分。为加 快实施创新驱动发展战略，扩大国际科技交流合作，加大 对外商投资在华设立研发中心开展科技研发创新活动的支 持力度，更好发挥其服务构建新发展格局、推动高质量发 展的积极作用，制定如下措施：一、支持开展科技创新（一）优化科技创新服务。落实支持科技创新税收 政策，支持各地结合实际，为符合条件的外资研发中心优 化核定程序、简化申报材料、提供更多便利。加强对外资 研发中心申请认定高新技术企业的指导和服务，组织开展 政策培训，加强政策宣传与引导，鼓励和引导外商投资更GeneralOfficeoftheStateCouncil多投向科技创新领域。（科技部、财政部、商务部、税务总局、海关总署、各省级人民政府按职责分工负责）centersinlightofactualcircumstances.Theguidanceandservicesforforeign-fundedR&Dcenters'applicationforaccreditationashighandnewtechnologyenterprisesshallbestrengthened,policytrainingsshallbeorganized,policypublicityandguidanceshallbeenhanced,andforeigninvestorsshallbeencouragedanddirectedtomakemoreinvestmentsinthefieldsofscientificandtechnologicalinnovation.(TheMinistryofScienceandTechnology,theMinistryofFinance,theMinistryofCommerce,theStateTaxationAdministration,theGeneralAdministrationofCustoms,andallprovincialpeople'sgovernmentsshallberesponsibleaccordingtothedivisionoffunctions.)（二）鼓励开展基础研究。支持外资研发中心依法 使用大型科研仪器、国家重大科技计划项目的科技报告和 相关数据。对于外商投资设立的为本区域关键共性技术研 发提供服务的新型研发机构，各地可在基础条件建设、设 备购置、人才配套服务、运行经费等方面予以支持。（科 技部、商务部、海关总署、各省级人民政府按职责分工负 责）(2) Encouragingbasicresearch.Foreign-fundedR&Dcentersshallbesupportedinlegallyusinglargescientificresearchinstrumentsandscientificandtechnologicalreportsandrelevantdataonmajornationalscientificandtechnologicalprojects.AlllocalitiesmaysupportnewtypesofR&DinstitutionswhichareformedwithforeigninvestmentsandprovideservicesfortheR&Dofkeygenerictechnologiesintheirrespectiveregionsintermsofbasicconditionsconstruction,equipmentpurchase,personnelsupportingservices,andoperationfunds,amongothers.(TheMinistryofScienceandTechnology,theMinistryofCommerce,theGeneralAdministrationofCustoms,andallprovincialpeople'sgovernmentsshallberesponsibleaccordingtothedivisionoffunctions.)（）促进产学研协同创新。鼓励普通高等院校、科研院所、职业学校与外资研发中心合作开展技术攻关并(3) Promotingcollaborativeinnovationamongenterprises,universitiesandresearchinstitutions.Ordinaryinstitutionsofhigherlearning,scientificresearchinstitutesandvocational保护双方知识产权。鼓励外资研发中心与职业学校开展技 术协作，设立实训基地，共建联合实验室等技术技能创新 平台。支持外资研发中心参与各地搭建的成果转化对接和 创新创业平台。支持外资研发中心按规定设立博士后科研 工作站，符合条件的博士后科研工作站经批准可以独立招 收博士后科研人员。（教育部、科技部、人力资源社会保 障部、各省级人民政府按职责分工负责）（四）支持设立开放式创新平台。支持外商投资设 立开放式创新平台类研发中心，加强土地、设备、基础设 施等要素保障，进一步推动平台通过提供设
