Paragraph2ofArticle16oftheRegulationofthePeople'sRepublicofChinaonStateTreaSUryisdeleted.2. Inparagraphs2and3ofArticle3oftheInterimProvisionsontheStatisticsandMonitoringofExternalDebtJwhollyforeign-ownedbanksandChinese-foreignequityjointventurebanks“isreplacedwith4twhollyfbreign-ownedbanks,Inparagraph1ofArticle5,"Chinese-foreignequityjointventures,Chinese-foreigncontractualjointventuresandwhollyfbreign-ownedenterprises“isreplacedwithttfbreign-ftndedenterprises.一、对22部行政法规的部分条款予以修改。二、废止外国企业或者个人在中国境内设立合伙企业管理办法（2009年11月25Fl中华人民共和国国务院令第567号公布）。本决定自公布之日起施行。附件国务院决定修改的行政法规一、删去中华人民共和国国家金库条例第十六条第二款。二、将外债统计监测暂行规定第三条第二款、第三款中的“外资银行和中外合资银行”修改为“外资银行”。第五条第一款中的“中外合资经营企业、中外合作经营企业和外资企业”修改为“外商投资企业”。3.
