4.NATIONALI.IFIFOFCITIESclK<TfeolVaftMSAPathTowardSafeandEquitableCitiesRecommendationsfromtheNLCReimaginingPublicSafetyTaskForce1.etterfromNLCCEOandExecutiveDirectorTheNationalLeagueofCities(NLC)hasbeensupportingcitiesastheyreviewtheircurrentpublicsafetysystemsandconsidernew,equitable,andinnovativevisionsoflocalsafety.AfteradeeplyinspirationalconversationwithMayorsandCouncilmembersduringaNationalForumheldinSeptember2020,weknewthatwehadtobringtogetherourmemberstodiscussthisimportantissueofpublicsafetyforallresidentsandwhatcanbedonebetter.GeorgeFloyd,BreonnaTaylor,WalterWallaceJr.,ElijahMcClain-allnamesweknowduetotheiruntimelydeathsatthehandsoflocallawenforcement.ForBlack,LatinxandIndigenouscommunities,thesenamesrepresentalongandcontentioushistorywithlawenforcement.Weknowthatitwilltakeacollaborativeefforttostopthislistofnamesfromgrowing.Iamproudtoseecitiesleadingthechargeonrethinkingpublicsafetyandutilizingtheirinfluencetobringtogetherstakeholders,changepolicyandaddressthehistoricstrugglesthatmembersoftheircommunities,face.Reimaginingpublicsafetyisaboutevolvingpublicsafetysystems,sustainingpositivereforms,andmanagingthisheavytaskalongwiththedailychallengesoflocalelectedofficials.InFebruaryof2021,NLClaunchedtheReimaginingPublicSafetyTaskForcemadeupoflocalleadersfromacrossthecountry.OurworkwiththeTaskForceprovidedusanopportunitytomeetthemomentandsupportlocalleadershipintheirtransformations.Duringthepastseveralmonths,NLCTaskForcemembersupliftedsafetyinitiatives,ideasandconversationsandtheysupportedoneanotherduringchallengingtimesforourcountry.IwanttothankMayorRasBarakaandMayorDavidHoltforleadingourTaskForce,ourpartnersfortheircollaborationandtheJonhD.andCatherineT.MacArthurFoundationforsupportingourwork.Itwassogreattoseeourtaskforcememberscometogetheraroundtheserecommendations,andIhopethatthroughthiswork,wewillcollectivelyinspireandsupporttransformation.NLCiscommittedtosupportingcities.Werecognizethatthisisnoteasyworkbutitisnecessarytoachievenewvisionsofsafetyandwearehereasapartnertohelplocalleadersnavigatechallengesalongsidetheircommunities.Thankyou,CLARENCEE.ANTHONYCEOandExecutiveDirectorNationalLeagueofCitiesLetterfromCo-ChairsThemurderofGeorgeFloydwasaturningpointforourcountry,amomentthatresonatedwithAmericanseverywhere,causingmanytotaketothestreetsinnumbersnotseenindecades.Aselectedofficials,wehaveanobligationtolistentoourresidentsinthesemomentsandtoact.Webelievethatanyfunctionofgovernmentcanbeimproved,andthatincludesthedeliveryofpublicsafety.Thetraumaandpainexperiencedbyresidentsduetosystemicdisinvestmentincommunities-specificallyinBlack,LatinxandIndigenouscommunities-mustbeaddressedholisticallyandthroughtransformationsthatstartatthelocallevel.Thisdemandsahardlookateachcommunity'svisionforpublicsafety,accountability,andtheopportunityforresidentstonotonlytobeconsultedaboutdesiredoutcomesbutalsotofullyowntheprocessofreimaginingpublicsafety.Whileweknowthereisalotofworkaheadtomeetthesechallenges,localleadersacrossthecountryaretakingstepstowardsinnovationinpublicsafety.Theyareinfact,re-imaginingthedesign,structure,standards,andeffectivenessofpublicsafetyfortheircommunities.TheNLCReimaginingPublicSafetyTaskForcewasformedinhopesofcomingtogetheraroundasetofrecommendationsandactionitemsforcityleadersandtheircommunities.Ourinitialgoalswereto:Setouta21st-centurypublicsafetyagendaforAmerica'smmunities;Highlightpromisingpublicsafetyandjusticereformpracticesinmunicipalitiesandidentifykeyareasforimprovementandopportunitiestoscale;Amplifythevoicesoflocalleadersinjusticereformandpublicsafety.Overseveralmonths,weheldmeetingsandlisteningsessions-diggingdeepintowhatcities,expertsandcommunitieswerefeeling,upliftinganddoingtomovetowardamoreequitablevisionofpublicsafety.MuchofourworkwassupportedbynationalexpertsincludingtheVeraInstituteofJustice,UrbanInstitute,CitiesUnitedandJohnJayCollegeofCriminalJustice.Theresultofthisworkisasetofrecommendationsforcitiestoconsider-includedinthisreport.Additionally,asupplementaltoolkitissetforreleasetoserveasaguideastohowtobestmovetowardimplementation.Astheco-chairsoftheReimaginingPublicSafetyTaskForce-weareproudtosupportandencouragemunicipalitiesacrossthecountryincarryingouttheserecommendationsthroughlocalaction.MayorRasJBarakaMayorDavidHoltNEWARK,NJOKLAHOMACITY,OKReimaginingPublicSafetyTaskForceMembershipCo-ChairsRas J.
